Making a WH-347 from QuickBooks Payroll
If you run payroll in QuickBooks, start with what Intuit already gives you: QuickBooks Payroll has its own certified payroll report. This guide covers what Intuit says that report contains, what you still have to fill in yourself, and how to bring a QuickBooks spreadsheet into the WH-347 Layout Tool if you would rather produce the WH-347 layout there. It is practical guidance, not payroll or legal advice; check the details against Intuit's own articles, linked below.
QuickBooks Online Payroll: the built-in certified payroll report
According to Intuit's article on creating a certified payroll report, QuickBooks Online Payroll Premium and Elite include a certified payroll report. You find it under Reports, then Standard reports, by searching for "certified payroll report", and you can download it as a spreadsheet.
Intuit describes the report's sections: the project and pay period, worker classification, straight-time and overtime hours and rates, Social Security number, fringe benefits, deductions, gross pay and net pay. The article does not list the spreadsheet's column headers, so this guide does not either.
QuickBooks Desktop Payroll: Certified Payroll Report in Excel
For QuickBooks Desktop Payroll (Assisted and Enhanced), Intuit's certified payroll article points to Reports, then Employees & Payroll, then More Payroll Reports in Excel, then Certified Payroll Report. The report is an Excel workbook with macros. Intuit also notes that the 2025 revision of the WH-347 changed the form's fields and headings, so make sure you are using a current version of the report.
What you still enter by hand
Intuit's QuickBooks Online article says some fields must be entered by hand. They include:
- the project ID, the wage determination number and the certified payroll number;
- each worker's entry number;
- payment in lieu of fringe benefits (column 6B);
- whether each worker is a journeyworker or an apprentice;
- the signature on the Statement of Compliance.
In the WH-347 Layout Tool, the project-level items (project name and number, wage determination number, business name and address, certifying official) are entered once per project and kept on your device. The payroll number counts up per project. Page 2 is filled with the boxes you tick and any remarks, and the signature, date, phone and email are left blank for the person who signs.
Bringing a QuickBooks spreadsheet into this tool
The tool does not come with preset QuickBooks column names. Intuit does not document the spreadsheet's column headers, and we will not guess them. Instead the tool works with any CSV or Excel export: map your columns once, save the mapping, reuse it every week.
- Download the report (or any payroll report you use) from QuickBooks as a spreadsheet. If it has several sheets, the tool lets you pick the one with the worker rows.
- Open the tool, fill in the project setup, and enter the week ending date.
- Import the file. It is read inside your browser tab; nothing is uploaded.
- With "Manual mapping" selected, match each WH-347 field to one of your columns. Nothing is pre-selected from a guess, so every match is one you chose. Fields your file does not have stay "(not mapped)".
- Apply the mapping and read the checks: daily hours against the weekly total, gross against hours and rates, net against gross minus deductions, and required fields.
- Save the mapping under a name. Next week, import the new file, pick the saved mapping and press "Apply template". You can also export the mapping as JSON for a colleague.
Two things to watch. First, the WH-347 asks for hours by day; if your spreadsheet has weekly totals only, you will need daily figures from your time records. Second, the tool prints only the last four digits of an SSN, because the DOL instructions say full Social Security numbers must not be included.
Which route to take
If the QuickBooks report already gives you a complete, signed-off certified payroll, you may not need anything else. The tool is useful when you want the WH-347 layout (Rev. January 2025) as a PDF with continuation sheets, built-in checks, and a normalized CSV, from whatever spreadsheet you have. You can try it with a free watermarked preview before paying.

Frequently asked questions
Does QuickBooks have its own certified payroll report?
Yes. Intuit documents a certified payroll report in QuickBooks Online Payroll Premium and Elite, and a Certified Payroll Report in Excel for QuickBooks Desktop Payroll Assisted and Enhanced. If that report gives you what you need, you may not need another tool.
Does the WH-347 Layout Tool know QuickBooks column names in advance?
No. Intuit does not publish the column headers of its spreadsheets, so the tool does not guess them. You map your columns once in the manual mapper, save the mapping, and reuse it every week.

- Price: free watermarked preview. Clean PDF + normalized CSV: $39 one-time for one project (31 days) or $29/month for one project.
- Not legal, payroll or tax advice. You review the output and the certifying official signs page 2.
