Not legal, payroll or tax advice

The WH-347 Layout Tool and the guides on this site provide general information and a convenience for laying out your own payroll data. They are not legal, payroll or tax advice. For questions about your obligations, ask your contracting agency, the U.S. Department of Labor Wage and Hour Division, or a qualified professional.

You are responsible for accuracy and for signing

The contractor or subcontractor is responsible for the accuracy and completeness of every certified payroll, including the classifications, hours, rates, fringe benefits and deductions reported. The Tool checks arithmetic and required fields, but it cannot know whether your rates meet the wage determination or whether your data is correct. The certifying official must review each payroll and sign the Statement of Compliance. The Tool leaves the signature, date, telephone and email blank and does not decide which statements apply to you.

Form WH-347 is optional

According to the U.S. Department of Labor, use of Form WH-347 itself is optional; covered contractors and subcontractors must still submit the weekly payroll information and a signed Statement of Compliance (for example page 2 of the WH-347, or another document with identical wording). See the DOL WH-347 instructions.

What the Tool produces

The Tool generates the WH-347 layout (OMB 1235-0008, Rev. January 2025) by drawing your data onto the blank DOL form. The form’s OMB number and expiry are checked on load; if they no longer match, clean output is switched off. Always check the form you submit against the current DOL version.
